What is a "Citizen Diplomat"?

People-to-People exchanges are the heart of the Sister Cities program. Finding the right people to visit our Sister Cities is not difficult. If you are adventurous, flexible, responsible, kind, patient, intelligent & respectful - you are a perfect candidate for the exchange process!  

What can I expect?

Sister Cities is not a travel agency or tour group. We are a non-profit, citizen diplomacy network. Each exchange is unique so, you can expect a one-of-a-kind experience! The "overview" above for the outgoing exchange to Ireland provides the type of details prepared for each exchange.

What does it cost?

Costs vary based on the location
​and duration of the visit.


​Citizen Diplomats are expected to pay for their passport (and visa for China), airfare and spending money. In most cases, the host city will provide housing (“homestays” will a local family), daily tours, ground transportation and most meals. Nearly all delegates report a "excellent" return for the financial investment made.
Cost for Japan Exchange is budgeted at
​$2,600 with homestay
BECOME A MEMBER
You must be a current member of SCNN to apply.
If selected, you will be required to abide by the rules and regulations set forth by Sister Cities of Newport News as conditions for exchanges, as well as attend all pre-travel educational sessions and meetings. As a Citizen Diplomat for Sister Cities Newport News, you agree to share your experiences with others upon return, either by hosting an incoming delegate or volunteering your time to the organization. Volunteer opportunities include committee work, fundraising, speaking to youth or civic groups, etc...
A $200 non-refundable administrative fee is required for all delegates chosen for travel.  Payment is due upon selection.
